Golf simulator, e-sports cafe proposed for Jefferson Park on Chicago’s NW Side

Commercial-residential building at the southwest corner of Lawrence and Laramie avenues in Jefferson Park

A zoning change is being sought to allow an e-sports cafe and a golf simulator facility in separate storefronts inside the four-story commercial-residential building at the southwest corner of Lawrence and Laramie avenues in Jefferson Park.

The planned development ordinance when governs the site’s zoning currently does not permit interactive entertainment/sports, arcades and other types of recreational facilities. E-sports are an increasingly popular form of competitive video gaming.

The use of gambling machines is not part of this proposal, according to project officials.
The Chicago Plan Commission and the City Council Zoning Committee will each hold a public hearing on the proposal.

Most of the building’s ground-floor storefronts currently are unoccupied. The building includes 39 apartments on the upper floors and a 41-space parking garage.

The building also has a 21-space parking lot at 4753-61 N. Laramie Ave.

A portion of the property was once owned by the city of Chicago, which sold the land to the project’s developer for $1.

The city had acquired the land by using its condemnation powers, paying about $1.5 million. At one point during the court proceedings the city tried to drop its eminent domain lawsuit against the owner, but he objected and the court ordered the city to pay the money.

In the early 2000s the city Department of Planning and Development had been encouraging a large redevelopment project — as high as 10 stories — for the 5100 to 5300 blocks of West Lawrence Avenue, but those plans never materialized, leaving the area with several vacant lots. Several buildings had been demolished in anticipation of the project.
