Application filed for proposed Taco Bell with drive-thru on former phone store site in Jefferson Park

A special use application has been filed to allow for a Taco Bell with a drive-through facility on the former site of a Burger King and Popeye’s Chicken at 5224 N. Northwest Hwy. in Jefferson Park.

More recently an AT & T phone store, COVID-19 testing facility and a consultant company have operated on the site.

A construction permit for the project was filed with the city in May, but it cannot be issued until a special use request for the drive-through is reviewed and approved by the Zoning Board of Appeals. The board, which acts independently of the City Council, could hold a public hearing on the matter this fall.

The site’s B3-1 zoning permits restaurant uses but requires a special use for a drive-through. Even though a drive-through has operated there previously, a new special use approval is required.

In addition, the applicant, AG Bells II LLC from Kansas, is requesting a variation from the zoning board to allow the required setback for perimeter landscaping to be 5.5 feet instead of 7 feet.

The Taco Bell would be located inside a one-story, stand-alone building on the south end of a plaza at the southwest intersection of Foster Avenue and Northwest Highway.

When it was first built in 1987, the building was home to a Goodyear Tire shop before being converted into a Burger King. About 10 years ago a Mexican restaurant looked into leasing the building.

The north end of the plaza is occupied by a building with two tenants, ATI Physical Therapy and Physicians Immediate Care. Previous occupants of that building have included Nancy’s Pizza, Subway and a car stereo store.

Over the years some tenants have complained about the difficulty of making left turns to and from the plaza due to traffic backups on Foster and Northwest Highway.

Earlier this year project officials met with several area community groups at the request of Alderman James Gardiner (45th).

On Sept. 10 several construction permit applications were filed to allow Taco Bell signage to be installed on the property. The permits are pending.
