Permit issued to build daycare on site of former Rosario’s Noodles restaurant in Jefferson Park

The city Department of Buildings last month issued a construction permit for a new two-story daycare on the former site of the Rosario’s Noodles restaurant, 5956 W. Higgins Ave., which closed in 2008 after a fire.
“Our community is happy to see development coming here that will benefit young families with children and whose parents who are pursuing careers,” Alderman James Gardiner (45th) said.
Gardiner added that “a multifaceted approach” is being taken to help redevelop Jefferson Park.
Late last year the alderman announced plans for a Trader Joe’s grocery store, 6200 W. Higgins Ave., just a few blocks from the planned daycare. The grocery store is expected to open in the fall of 2026.
The Creative Minds Child Development Center, 3748 W. Montrose Ave., acquired the Noodles site in April of 2024.
Plans call for the daycare center on Montrose to remain open after the new facility at the Higgins-Austin intersection is built, according to the center’s director. Construction is expected to take around a year.
According to the permit, the facility will include a roof deck and on-site parking. The permit lists the address at 5025 W. Austin Ave.
One area resident said that she is thrilled that a viable business will be opening on the site and beautifying the property, which has been dormant for 17 years.
Repairs were made to the building after the fire, but the longtime popular restaurant never reopened and the property was for lease or for sale for years.
Noodles’ menu included pasta, steaks, seafood, ribs and pizza, and it was well known for its entertainment, and reasonable prices, including a prime rib special.
The lot was used at times to store vehicles after the fire.
The 11,400-square-foot parcel is zoned B3-1, which allows for daycares and pre-schools.
Under the plans the existing one-story structure on the site will be torn down, Gardiner said.
