Proposed 6-flat in Portage Park gets warm reception at community meeting hosted by Ald. Gardiner

Plans to demolish two vacant homes at 4345-47 N. Cicero Ave. and replace them with a six-flat were well received at a May 4 community meeting hosted by Alderman James Gardiner (45th).
No objections were raised at the meeting, which about 25 people attended and was held at Saint John’s Lutheran School, 4939 W. Montrose Ave.
“I’m excited. … I think it’s just going to clean (the block) up,” a resident said. She added that she avoids walking past this stretch of Cicero because of its distressed properties, including boarded-up buildings.
Under the proposal, each of the six apartments would measure about 1,600 square feet, with two bedrooms, two baths, a kitchen, an office and a living room, according to project attorney Paul Kolpak. The office could be converted into a third bedroom, and green space is planned for the front and rear of the site, he said.
There also would be seven outdoor parking spaces behind the three-story building, Kolpak said. The parking would be accessible from the rear alley.
Rents have not been set but could range from about $2,500 to $3,000, according to project representatives.
The proposal requires the site to be rezoned from B1-1 to B2-2, which allows for ground-floor residential uses in a business district. The proposed zoning is not unusual for the area, as the site of a multi-family building at 4323-25 N. Cicero Ave. is zoned B2-2.
The development team also owns a neighboring property at 4343 N. Cicero Ave., where the existing single-family home is undergoing renovations.
The proposed development site is a short walk from the Mayfair Metra Station, 4737 W. Montrose Ave., and the CTA Blue Line Station, 4600 W. Montrose Ave.
The site also is located just to the south of the former Dr. T.S. Wright medical facility, 4757 W. Montrose Ave. About 20 years ago Dr. Wright sought to have a senior living and medical complex constructed at the southeast corner of the Cicero-Montrose intersection.
“As Alderman, my goal is to maintain an open and transparent process when considering development proposals. The basis of my decision will be a result of conversations with the Portage Park Chamber of Commerce, the
Six Corners Chamber of Commerce and residents who live in the area.
“I appreciate your ongoing engagement and commitment to helping Portage Park reach its full potential. My office looks forward to hearing your thoughts and working together to better shape the future of our community,” Gardiner said in a letter to area residents.
