Public hearing on 346-unit proposal for Six Corners on Chicago’s NW Side set for March 21

by BRIAN NADIG
The Chicago Plan Commission at its March 21 meeting is set to hold a public hearing on a proposal for the former Peoples Gas site at 3955 N. Kilpatrick Ave. that includes four singe-story buildings with a total of 30,408 square feet of retail space and a six-story complex with 346 apartments, including 52 affordable housing units.
The meeting will be held at 10 a.m. Thursday in the Council Chamber at City Hall, 121 N. LaSalle St. A live stream of the meeting will be available on the plan commission’s section of the city’s Web site at www.cityofchicago.org.
The commercial portion of the development would be located on the northern half of the 355,000-square-foot site along West Irving Park Road and includes 125 outdoor parking spaces.
The residential portion would be located along North Kilpatrick Avenue and North Milwaukee Avenue and includes interior parking with 205 spaces. There also will be 27 outdoor visitor spaces.
Project developer Mitch Goltz of GW Properties said earlier this month that tenants for the retail space could be announced “soon.”
At a community meeting hosted last year by Alderman James Gardiner (45th), residents voiced overall support for the project. The main objections centered traffic issues in the 3900 block of Kilpatrick, where the 10-story Clarendale senior living complex opened last year and an Aldi grocery store open on March 7.
The proposal would bring the total number of new residential units, including senior housing, at the Six Corners commercial district in recent years to more than 800. The total includes the former Sears and Bank of America redevelopment sites.
“In 2019 my office promised to fulfill the needs of our community. Many residents expressed their desires to see Six Corners flourish once again,” Alderman James Gardiner (45th) said last January. “It is safe to say we are witnessing the fruits of our labor and thrilled to see Six Corners recapture its glory.”
The apartment mix for the Peoples Gas site would include 27 duplex units, 78 studios, 150 one-bedroom units and 91 two-bedroom units. On-site amenities would include a gym and co-working space in addition to an array of outdoor recreational options.
Fifteen percent of the units reportedly would be designated as “affordable” and would be offered at reduced rents to those earning below (usually 60 percent or less) the area median income. Under the proposed agreement the developer would have to pay an in-lieu housing fee to the city because the project would not meet the 20 percent affordable requirement, as only 15 percent of the units would be affordable.
(The public hearing is scheduled for March 21. Last-minute postponements are possible.)
