Video shows officer chasing, shooting at man who had just fatally stabbed a woman in Jefferson Park in 2024

The Civilian Office of Police Accountability has released video and other materials related to an off-duty officer-involved shooting on Nov. 19 in the 5600 block of West Leland Avenue in Jefferson Park, as the officer reportedly chased and shot at a man who had fatally stabbed his estranged wife. 

“Preliminary information indicates this incident began when an off-duty CPD officer observed a woman being attacked by an individual with a knife on the sidewalk. The off-duty officer approached and discharged their firearm striking the individual who then fled the scene. The individual

was later located unresponsive inside a vehicle, transported to the hospital and pronounced deceased. The off-duty officer also sustained an injury during the incident and was transported to the hospital in good condition,” COPA said in a statement.

One of the videos shows the officer chasing and shooting several times toward the assailant, identified by police as 57-year-old Constantin Beldie, who had been released on electronic monitoring after he reportedly tired to strangle and kidnap his wife in October. Prosecutors had a petition for Beldie to be held in county jail pending his trial, but a judge released him.

An order of protection was issued in January of last year in an effort to keep him away from his wife, Lacramioara Beldie, but in March they reportedly agreed to a “no contact” order. 

“She was being tormented by this guy,” a victim advocate said. 

The husband was found dead in a vehicle about a block away from the murder scene several hours after she was killed. Police have been investigating whether his death was a suicide.

The Jan. 16 release of the video footage was on the same day that another woman was killed in an apparent domestic-related incident in the 16th District. A 35-year-old woman was fatally shot in the 5800 block of West Newport Avenue, police said.
