Woman arrested after allegedly offering undercover officer oral sex at massage parlor in Sauganash

A 56-year-old woman was arrested at about at 8:10 p.m. Wednesday, May 14, after she allegedly offered to perform oral sex during a sting operation at a Sauganash massage establishment at 6029 N. Cicero Ave. that has been on the radar of city inspectors for months.
During the undercover operation an officer paid $60 for a 30-minute massage and was led into a room for the treatment, and once inside a worker made a gesture allegedly offering oral sex, according to Chicago police.
The officer reported that he asked the woman how much and she replied “$100” and that she said “yes” when he asked if the price was for oral sex, according to police. The officer then called in the enforcement team, and the woman was arrested, police said.
Administrative citations were issued for failure to maintain clear glass on the storefront, failure to display a license, failure to maintain clean linens and operating without a required license, police said, The name of the business was listed as Hui-Zhi Yang Spa, police said.
The suspect, who was identified by police as Cai-Yun Zheng, of the 6000 block of North Cicero Avenue, was charged with prostitution and house of ill fame in connection with the incident, police said.
The city Department of Business Affairs on Feb. 11 issued a cease and desist order to the massage establishment for not having the proper business license, the department said. Seven citations, including failure to maintain clear glass at the entrance and to post or provide a price list for all services offered, were issued.
Inspectors returned on April 22 but were unable to gain entry to the establishment, the department said.
The storefront was once home to a hair salon.
Earlier this year legislation in Illinois was introduced that would have decriminalized prostitution, but the bill was not approved. It would have required owners to pay sex workers minimum wage or higher and to provide safe working conditions. These businesses also would have to follow anti-discrimination laws.
