Work starts on construction of 4-story building at Milwaukee & Cullom in Portage Park

by BRIAN NADIG
Construction recently began on a planned four-story building with nine apartments and two storefronts at the northeast corner of Milwaukee and Cullom avenues in Portage Park.
The approximately 9,100-square-parcel at 4301 N. Milwaukee Ave. has been vacant for years, but once housed the Finney Company, a promotional products company.
The Jefferson Park-based Mega Group was the original developer of the project but sold the property, according to Alderman James Gardiner (45th).
The new owner is Thomas Klimowski, and the project’s architect is Red Architects, according to the ward office.
A construction permit was issued on Thursday, Feb. 26. The permit calls for nine residential units, two commercial spaces, 14 parking spaces and a roof deck.
Gardiner said that despite the new developer, the project will be adhering to the density restrictions in the zoning reclassification ordinance which the City Council approved for the site in 2020. The site is zoned B3-2, which allows for a mix of commercial uses on the ground floor and residential use on the upper floors.
Few objections to the project were raised at a community meeting hosted by Gardiner in 2020.
“The feedback from what was said from the community was overall positive,” Gardiner said after that meeting. “This would be another community-based development (for the ward).”
One resident said at the meeting that the site was an eyesore and that the project would represent an overall improvement for the area. “I’m excited about it getting covered up,” she said in reference to a hole on the parcel.
The 49-foot-tall building would include about 2,300 square feet of commercial space on the ground floor and a mix of two- and three-bedroom units on the upper floors.
Each unit would include two bathrooms and a balcony, and tenants would have access to storage lockers on each floor and a rooftop deck, according to the proposed 2020 plans.
The trapezoid-shape of the parcel created design challenges, a protect architect said at the community meeting.
